Family Action’s adoption support agency, PAC-UK, has once again been rated Outstanding by Ofsted, marking an unprecedented fifth consecutive Outstanding inspection – PAC-UK remains the only adoption support agency (ASA) in England to achieve this milestone.
The inspection praised PAC-UK for delivering high-quality, compassionate services that transform outcomes for adults, families, and relatives seeking access to birth records or support around contact arrangements. Inspectors noted that PAC-UK’s approach is highly personalised, sensitive and trauma-informed, helping adopted adults make sense of their early histories at a pace that feels safe for them.

Our work often involves supporting people through some of the most emotional and complex moments of their lives. We never take that responsibility lightly. Being recognised again for the quality, sensitivity and safety of our practice means so much, because it speaks directly to the experience of the adults and families we support.
Inspectors also commended strong partnership working with commissioners and professionals across the sector. Ofsted said PAC-UK leaders and managers were “highly effective, inspiring and committed to service excellence”, with robust systems for supervision, training, record keeping and reflective practice. No recommendations were made, a rare achievement in the sector.
